On Wednesday, October 26 Sheriff Koutoujian welcomed Chef Ming Tsai to the 16th graduation of the Inmate Culinray Arts Program at the Middlesex House of Correction in Billerica.
Chef Tsai and Sheriff Koutoujian greeted the inmates prior to the ceremony and both spoke during the graduation.
